Respectfully returned to Lieut. M.S. Reed. When I occupied the apartments in the Chesapeake College building, I was an Officer assigned to duty in the Bureau, had no quarters for myself or family and did not draw commutation of the same. I confined myself strictly to a portion of the half of the building which was then in my possession as an officer of the Bureau, and can only reiterate what I have previously reported, that during the whole of the period charged for, one half of said building was vacant and under the direct control of Mr. Raymond who constantly visited the premises. When I spoke to Mr. Raymond about living in the house, he stated to me that I had a perfect right to occupy a part of the building holding as I did one half of it by order of the Maj. Genl. Comd'g. the Sub. Dist. of Fort Monroe.
