In compliance with letter dated 16th April 1867 I have the honor respectfully to make the following report.

During the month I have visited and inspected the City Jail of Richmond the County Jails of Henrico and Chesterfield. I enclose list of all the prisoners confined with the particulars of their incarceration.

I would bring before your notice the case of J.N. Carey an enlisted men of 20th U.S.I. now undergoing imprisonment for marrying a colored woman. This man is in bad health and I think a fit object of clemency. Also that
