on my future action in the matter. 

Capt. Massey now refuses to allow any of these Freedman to pay their rent in the Bureau Office, to me, and I suppose intending thereby to show that the Bureau is so disconnected with the tenancy of lands to Freedman, that there is no responsibility on it whatever; that all such tenancy is purely private and individual between the land owner and freedmen.  

In the case of these eighty six Freedmen on my land, I must deny that they are then by my consent, contract, or in any other way, except by compulsion on the part the Bureau, as their communications to me of Feby 25th clearly shows, and they will remain there against my will, unless they comply with my terms.
