The day before O made a contract with De Litch, he called on me and asked me to contract with him, refering to previous understanding, and expressing an earnest desire to come with the Bureau. I asked him if his contract with the military authorities was annulled. He said it was not, but he should immediately apply for its annullment. I informed him that I would say nothing in regard to it, while he was asking under previous contract. The next day he came to my office with his contract annulled, stating, that it was done at his own request. (He having intimated the day before that he should request it.) I was much in want of a surgeon at that time and contracted with him at once, as the annullment of his contract, gave no intimation that it was for any cause involving his standing, efficiency, or ability as an officer.
