Respectfully returned to the Asst Adjt Gen'l Dep't of the Potomac, Actg Ass't Surgeon Litch was ordered by me to report for duty at Camp Grant on the 16th Inst; on the afternoon of the same day he returned to the office and desired his contract annulled and intimated that he had informed Asst Surg'n Frantz of his intention to leave the Service.  As he had served more than the prescribed term for contract Surgeons (3 months) I annulled his contract, sending immediately to the Surgeon General for another Medical Officer. I have since entered into contract with Dr Warner, who was ordered to Camp for duty on the 22nd inst
