Richmond Va. April 1st 1867.

We the Physicians appointed by the City of Richmond to give gratuitous aid to the sick indigent white population of said city, and surroundings, including Chimberazo certify that we have examined the memorandum on the within pages, of an arrangent made between Surg. J.J. DeLamater [[repols.? reports.?]]  Surg in Chf Dist Va. Bureau R.F. and A.L. on behalf of the Bureau and J.G. Cabell M.D. Prest of the Board of Health of Richmond on behalf of the Board of Health of said city. Said arrangement being for the gratuitous care of indigent sick colored persons within the same limits. We certify that we approve of the said arrangement, under which we are to discharge this additional duty, and will fully abide by the conditions of the same.
