Reports Scott and Martha Goffney, admitted May 16th 1867 thro' office of Capt. B.C. Cook, A.S.A. Com., reported Insane; also, that Henrietta Judkins was admit. Apr 4th 1867, thro' office Sub. Asst. Com. Petersburg, Va., as an Insane patients, and that they have never manifested any symptoms of Insanity.

Requests that some additional regulations to govern admission to Insane Ward Hospital, especially that the Insanity be fully established and that a History accompany each case.

The recommendation of AA Surg Brower, within at the close of his report, is approved, as for the recommendation that a medical certificate of insanity shall be furnished - so far as it recommends that a statement of the history of the case is included as the requirement for admission to the insane ward of the Hospital is rejected - although it is desirable, in many cases it cannot be secured, and cannot be made an absolute rule.
