Bureau of Refugees, Freedmen and Abandoned Lands,
Office Surgeon in Chief, District of Virginia.
Richmond, Va., July 31st 1867.

Brig Genl. O. Brown
Asst Comr Bureau R.F. and A.L.

General.
I have the honor to request transportation from Ashland to Richmond Va. (Howard Grove Hospital) for Henry Smith an indigent freedman who comes to hospital for surgical treatment. The enclosed communication from Bvt. Col Ira Ayers asks transportation for his wife also who he states is desirous to accompany him as an attendant, but does not give her full name.

I do not ask transportation for her in part, for the above reason, but in addition to that I can see no necessity for an attendant. I shall write Col. Ayres to see him safely on the cars, also to inform me a day previous when he will come, so that the ambulance may meet him at the Depot. We have our regular attendants at the Hospital. His wife is not needed, for this purpose and I do not feel justified in asking transportation for her to Richmond and return, or in providing for her at the Hospital.
