At the commencement of the month there were three Hospitals in operation in the District. One (1.) of these (at Farmville Va.) was closed on the 26th instant, leaving but two (2.) remaining; at Richmond and Hampton. The remaining Hospitals are in good condition and under charge of very competent Officers.

It is a matter of interest that in closing nine (9.) Hospitals, during the past two (2) months, such care has been used, that it is believed that all their inmates are comfortably provided for.

Inspections made by Medical Officers under my orders to ascertain the condition of patient turned over to the civil authorities, has made it appear that in most cases they were receiving the same care with whites in a similar condition. In one or two cases where it was found that this was not the case, at the solicitation of Medical Officers, the cause of complaint, has been promptly remedied.

Medical Officers will make inspections under my orders, of the condition of colored persons turned over to the civil authorities as far as is possible, and prompt reports made to me of any differences injust in their character which may be made between white and colored persons by the civil authorities.
