Richmond Va Jan'y 29th 1867 Gen. O. Brown Gen. Scofields Staff Dept. of Virginia 3rd Dist Dear Sir There being a great amount of suffering among the Freedmen in the City I have for the past month devoted more time and labor than ordinarily in visiting and thus relieving extreme cases of want & destitution by recommending them to the charitable considerations of the Bureau and otherwise assisting them more especially in my imediate vicinity & Church. But about 10 days ago at the request of Capt Bates I accepted a larger field of usefulness and the people come to me daily in large numbers from all parts of the city to investigate their cases - The destitution and suffering exceeds any thing witnessed in all my experience. The reissue of rations I believe saves [[strikethrough]] hundreds [[/strikethrough]] many from actual starvation - There must be from 4 to 5000 hands out of employment from the closing of the Factories, River, Canal, [[?]] works besides the [[strikethrough]] other [[/strikethrough]] general stagnation of business
