caused by the unusual cold winter Consequently applications are so urgent and numerous that I have been compelled to devote my whole time to this work frequently visiting til 9 P.M. from 20 to 30 cases per day-- This deplorable condition of the people must exist until spring, to a great measure, or until the factories reopen. 

Therefore please allow me to state (that as this pressure very materially effects my salary, as my people have not been able to meet more than 1/3 their proportion, and) as the extra labor is somewhat onerous responsible and perplexing, Capt Cook said he would make a request that I might receive some compensation from the Bureau.
