With information that I have at no time knowingly interfered with the affairs of the Bureau beyond the limits of my Sub District.

I believed it to be my duty to refer the "Hodge" case to Capt. Lacey so that it might be investigated, by the officer in Halifax Co., My letter to Capt. Lacey as the subject stated that Hodge was a resident of Halifax Co 

And Hodge in his letter to Capt R.S. Lacey states that when he informed me that he was a resident of Halifax Co, I declined to take any action in the matter but stated I would forward a report and ask for action of higher authority.

Thereby acknowledging that I had no authority and that I would not pretend to exercise any in another District.
