clothing is not suited to their condition and their bedding is insufficient and filthy.  They are not receiving that medical care humanity requires us all to bestow on and I would most respectfully request that transportation be furnished the Asst Sub Asst Commr, who has already reported on their sad condition, and he be authorized to forward them to our most excellent Hospital "Howard Grove."
   It is superfluous in me to give any extended report of the County of Henrico, embracing the City of Richmond.  It is a fact too palpable to controvert that this section is overcrowded with freedpeople, and there such numbers are found, much destitution, must of a necessity prevail.  What remedy can be found to charge these affairs, is an open question-- and one I  am not able to answer, but will venture to suggest the idea, that the Ministers of Colored Churches, be requested to advise their people to emigrate to other parts of this great State, where profitable employ-
