Hays Carter and many colored residents

State that Major F. K. Smith was last month appointed as Agent for the Bureau in their county, and that he conducts himself with brutality towards the Freedmen and besides is very often intoxicated. They hope that Capt. Howlett may be reassigned to them as they have the greatest confidence in him and he has always treated them kindly.
