was no whipping took place after receiving official information of the Pardon of the said parties, but admits that before they were whipped he saw it announced in the Norfolk paper that the Governor had pardoned them, and believes the Sheriff saw the same, is not positive, also heard the Sheriff read Mr Jacksons letter (stating that they had been pardoned) before they had been whipped, that he had no written order to whip the prisoners, received verbal orders, and that the Sheriff stated he would be responsible, the prisoners received 10 lashes each. 
I would state that this would have been forwarded sooner but the Sheriffs reply did not reach me until the night of the 16th.
