General,
     I have the honor to report that the statement of Champ Carter was made to- and noted by me.
     Said statement was to the effect that the child was abused, that it had body lice to such an extent that her body was in sores caused by being bit by them.- that she was much dissatisfied, &c.
     A personal investigation by my orders was made by Lieut Hector Sears, A.S.A.C.- who visited the home of this child, (17 miles distant) for that purpose. He had the childs body carefully examined, but no unnatural marks could be discoved. The child was privately questioned closely- as to the treatment she received- her ever having body lice, or being whipped.
