Wishes to know if the Civil Authorities of Spottsylvania Co. provide for white paupers - if so, it is not advisable to open an account for three persons.

Brown, Ass't Commissioner, with the information that the persons whose names were furnished were instructed to apply to the proper authorities for assistance, which they state they did, but was denied - receiving as a reply, in one case, eat dried apples and drink water - another live on bread and water.
