In your report of October in compliance with Circular No 10. Hd Quars. Asst Commissioner. Bureau R. F. & A. L. State of Virginia of date March 12th 1866. you state that the endorsement of Major Genl Terry on said Circular is not complied with.
You will forward to these Head Quarters the names of such Magistrates as have been furnished with a copy of said Circular - No 10. - also the names of those Magistrates who fail to comply with endorsement of Major General Terry on said Circular.
