I have the honor to return the enclosed petition of Henry Jenkins in regard to the restitution of his property in Fairfax Co. Va with the following answers to the questions on the endorsement from the Asst Commr 1st Proof of Title. See Deed marked A. 2nd Copy of Pardon on Amnesty oath under Presidents Proclamation of May 29th 1865. Mr Jenkins does not come under that proclamation having only been a Private in the Army
3rd Certificate of the Clerk of the U.S. Dist. Court that the U.S. has not acquired title to the property, by sale confiscation or other wise"
As will be seen by the letter from J.H. Diggs herewith (marked B) Mr. Jenkins has endeavored in every way to obtain this certificate but through the negligence of the U.S. Dist. Clerk he has up to this date received no reply, it will also be observed that Mr. Jenkins is informed that this Certificate will cost him (Jenkins) 91.00. Now Mr Jenkins
