Bureau of Refugees, Freedmen and A. Lands,
HEAD QR'S SUB. ASS'T COMMISSIONER, 6TH DISTRICT, VIRGINIA,
Fredericksburg, Va. December 17th 1867.

Brevet Brig General O. Brown.
Asst Commissioner. Dist of Virginia.
Richmond. Va

General.
Is it the intention of the Bureau to issue wood to Freedmen during the winter?

There has been several applications for wood from those who are not to be classed as dependants, yet requiring more comforts than they are able to purchase to keep them from actual suffering.

The overseers of the poor in this city seem to give all the aid they well can, yet they do not supply the demand.

There are a number of destitute whites, principally old Women, in this place dependant in a great measure upon the authorities for support.

Very Respectfully,
Your Obdt Servant.
James Johnson
Brevet Lieut Colonel.
