Respectfully referred to R.S. Lacey Agent in chge. 7th Sub. Dist. with instructions, that although the law of Virginia does not allow of the testimony of Colored persons in such cases it is considered that the Civil Rights Act does allow it, and the Asst. Sub. Asst. Comr in chge of Nelson County will require that it shall be admitted in this case, reporting the result to these Head qrs.
