General,
   In obedience to Circular No. 16 c.s. Hd Qrs Asst Comr District of Virginia, I have the honor to report that the civil authorities of this Division have, in their way, been supporting the indigent colored people since October 1st 1866.
   The Bureau has not supported any of the colored paupers in this Division since that time, though for the past few monthes they have,in Brunswick County, been poorly supported.  The authorities, however, at the last (August) term of the County Court, laid a living sufficient to maintain all the paupers of the County for the ensuing year, upon being made acquainted with General Orders No 51 c.s. Hd Qrs Dist. Mil. District State of Virginia.
