Reports having presented the case of Hollin and Strother, who committed an assault and battery upon the person of Harriet Brown (Cold), to the Grand Jury of this County this day, and that this jury refused to find a true bill against Hollin and Strother notwithstanding there was positive testimony that such crime was committed.

Respectfully recommends that steps be taken to secure the trial of this case before a Military Commission, in conformity with Sec. 3rd. Reconstruction act passed March 2nd 1867

The enclosed letters from Mr. O. E Hine explains what action has already been taken in this case. I concur in his opinion, that a freedman cannot get justice before a jury in Fairfax Co.
