     I have the honor to transmit herewith certain papers in reference to a disturbance that occurred at the Freedmans School house in Lexington on the night of the 22nd of March while I was absent in Bath County, and of which I had no knowledge at the time I made out my report for March - nor indeed until I arrived here on the evening of the 10th instant.
     From what I have heard of the proceedings before the mayor, I am inclined to think that he acted in good faith, and I know that the citizens of the town and faculty of the college were very indignant at the conduct of the of the perpetrators of the outrage.
     Had Miss Harper or any other of the witnesses been able to swear to the identity of the guilty parties, I am assured
