I am just in receipt of Circular No. 13. C.S. calling for report as per Circular No. 5 C.S. from Head Quarters Asst. Com'r State of Virginia, As I am very busy with the registration of the county, I am unable to attend to it immediately, but, as I will be through registering the entire county by the last of this week, I will make an inspection and report the result next week.

Hoping that this explanation will be sufficient to account for the delay in forwarding the report,
