Agreeable to your request I visited the Poor House of Franklin Co, Va on the 27th inst. for the purpose of ascertaining the number and condition of the Colored-Paupers now there, - the number and condition of the White-Paupers as compared with the Colored, and the condition of the Poor House. Also how many more of each class if required can be accomodated. 
I respectfully report the following. - 
There are at present in the Poor House (10) Colored-Paupers, 6 of whom are children from the age of one week to 13 years, one of which is an infant of 2 years without parents, and having no one to nurse it except a Negro cripple who is hardly able to take care of himself; the rest of the children are in good health - excepting one 13 years of age, the child of a white woman, the father being a Negro, who has been deformed from birth so as to be unable to walk.
