In compliance with Letter of Instructions No. 3 of June 1st 1866. I have the honor to submit the following report of an inspection of the 10th Sub-Dist. of Va. for the 3rd. Quarter of 1867. 1st Div. Alexandria Co. Va. Capt. S.P. Lee. Bvt. Lt. Col. U.S.A. S.A. Com'r. in charge has been regularly reported upon monthly.

2nd Div. Fairfax Co. Va. W.S. Chase 2d Lieut V.R.C. A.S.A. Com'r. - Lieut Chase is an energetic and reliable officers, and well fitted for the position, his books are kept in the form required, and his business is in good shape being well kept up. The Condition of the freedpeople is good, there seems, however, to be an evident desire to persecute them on the part of the whites, as, in all cases before the juries in the courts the whites are acquitted for a lack of evidence, when the same evidence is considered sufficient to
