Respectfully returned. I do not think it proper for Dr Gray to leave this Hospital for the purpose indicated.  Even if it was proper he could not make any considerable stay, and could be on that account of little service at Charlottesville.  While the cost of transportation would be considerable - for these reasons I cannot approve the application for transportation.
