Captain:
It is reported that a Mr. John Trevillion, living about two miles from the Court House, has indentured to him two children, named Fanny and James Cooper or Gordon. It is further represented that the said Trevillion was notorious as a cruel master when he owned slaves, and that the children Fanny & James are cruelly treated, having been tied up and whipped in a barbarous manner, and that scars can be now seen on the backs of the children.

You will investigate this case with care, and make a full report to these Head Quarters.
