Assistant Superintendent at Southampton Co, one for Assistant Superintendent at Princep [[Princess]] Anne Co. One for small pox ambulance at Portsmouth, one for small pox hospital at Norfolk, one for Freedmens Hospital at Norfolk, one for the Act. Assistant Surgeon. This latter is necessary, and may be considered to come within the provisions of "Bureau Officers Manual" as belonging to the Freedmen's Hospital. This would only make four horses set down for the three hospitals.

The other four horses are in two teams at the Wise Farm,. To the necessity, previously alluded to, about rations, forage, Old Folks Home &c it must be borne in mind that these teams are the only ones to move the Freedpeople from the Taylor Farm which is temporarily necessary.

I am of opinion that until a change has occurred with reference to the Wise and Taylor Farms, the only mode of reducing the list of employees and public horses in this District will be by withdrawing the assistance of the Bureau in reference to small pox hospitals. I do not consider that the action of the Bureau in Norfolk and Portsmouth with reference to this disease is either necessary or productive of any important benefit. The city authorities would in self protection attend to the duty, if it were obvious that they could not shirk it, and it would be much better for all classes of the population if the authorities could be stimulated to a general action as regards vaccination, and the enforcement of Sanitary rules applicable to both whites and blacks.
