Supt. Sixth Dist, Va. 

Recommends that Mr Thomas Wholly be allowed to retain 2200 feet of Lumber from the Gvt Barracks at that place (said Barracks not being worth repairing) to satisfy his (Wholly), claim for Lumber taken - Also recommends that the balance of the lumber be given to the Freedmen to be used in the construction of a Church.
