I have known Mr McCabe since the war, he was sutler in the 
Brigade I was in, is a Northern man and lives in New York City, and was loyal during the war. This land is of no use to the Bureau and will cause no injustice to the Colored people by its restoration. I would therefore recommend this is the restored to Mr. McCabe.
