Bureau Refugees, Freedmen, & Abd Lands
3rd Division 4th Sub Dist
Charlottesville Aug 26th 1867

Sir
In accordance with the provisions of Cir No 16 CS from your Hd Qrs, I have the honor to report that on the receipt of Gen Order No 51 Hd Qrs 1st Military District each Overseer of the Poor in this County was furnished with a copy, and those that could be reached I personally conferred with, & all I think thoroughly understand the course to be pursued in future. The corporation of Charlottesville provide for their own poor by, if a male boarding the pauper out, & if a female renting a house and providing them with provisions. In the County each District is taxed for the support of its poor which are sent to the County Poor House, this Institution from all I can learn being well conducted and having ample accommodations for such as are sent, no distinction being made on account of color. I shall visit this place from time to time in order to acquaint myself with its condition. The following colored persons residents of this County are now inmates of the Hospital at Gordonsville, Chas Lewis, aged 45, Broken Arm. Ralph Ray, aged 60, Ulcer on Leg.
