I have the honor to report in compliance with Circular No 16, C.S. Hd. Qrs. Asst. Comr. State of Va. Aug. 17, 1867, as follows

I have conferred with the overseers of the Poor in Madison and Greene Counties

The County of Madison has no poor house and the overseers of the poor cannot furnish shelter for the paupers of either color but they will furnish such assistance otherwise as is actually needed by all colored paupers residents of the county

The County of Greene has provided for the colored paupers,, shelter clothing and subsistence for the past year and will continue to do so for all residents of the county of that class.

The following is a list of colored paupers who have been in charge of the Bureau R.F. and A.L.
