Norfolk City
State of Virginia &c

We, William B. Diggs, Sergeant of the City of Norfolk and Collector of Taxes for the Said State in the city aforesaid, and R. Q. Drummond, Collector of Taxes for said city, do hereby certify that a certain lot of land situate on Newtons Wharf, in the city aforesaid, on which is a house, occupied by N. B. Strong, as a Restaurant, is built, is listed on our respective Books to C. W. Newton & Wife and C. N. Newton and that the taxes assessed on the same have been charged and paid, down to the year 1866, inclusive, by the said C. W. Newton as the owner thereof. And it moreover appears from the Books of the said State and City, as far back as we have examined, to wit, the year 1851, when it was leased by them to George Cross, that the said land has been regularly listed to them as the owners thereof.  The said land before 1851 was a part and parcel of Newtons Wharf and taken out of it for the Lease to George Cross as aforesaid.  Given under our hands this 21 day of January 1867 -
