Respectfully forwarded to Major General O.O. Howard Comr for instructions. - As the reasons for the payment of Rent by the Bureau for a Savings Bank with 40,000$ deposits, are unknown, at these Head Quarters, no recommendation can be made in regard to the Policy of paying double the rent, now paid by the Bureau.

Respectfully returned to the Assistant Commissioner of Virginia. The Bureau will not incur any further expense for rent of the Norfolk Branch of the F.S. & T. Co. Upon the removal of the principal branch of the Company to Washington, the Bureau proposed to afford the institution all

the aid and patronage possible, regarding it as of great advantage to the freedmen, in educating them up to habits of frugality and economy. It is the desire of the Commissioner that his subordinates should fully carry out this design.
