General.

As you are aware I have been elected to the Constitutional Convention which meets Dec. 3d. Some one will be required to do my work here during my absence in the Convention, which I do not apprehend will be long. I therefore take the liberty to write to ask whether I will be allowed to engage some one who will meet with Maj. Morse's sanction to do these duties. I have a friend here formerly of the Army who will attend to the duties while I am absent.

In accepting the nomination for the Convention, I did it upon the supposition that it would not interfere with my position in the Bureau - in fact I could not afford to give up my situation for what pay a membership in the Convention would give. At the same time
