General

General condition of Sub Dists 

I have the honor to report, that I have made an inspection of this Sub Dist, comprising the Counties of Norfolk, Princess Anne, Nansemond, Isle of Wight & Southampton, pursuant to Circular No. 5. Head Quarters Asst Commissioner of Virginia, I find the general condition of the Sub Dist to be very good, the interest of the Freedmen having been steadily improving, in allmost all respects since my last report of April 30th 1867.

The peacable disposition, the desire for education, the temperance and the industry of the great body of the Freedmen cannot be too highly commended, and furnish good grounds for the belief that they will show themselves in the future fully capable of exercising with intelligence and moderation the right of suffrage lately conferred upon them by Congress.

The following remarks concerning the several Divisions will show more in detail the condition of the Freedmen and the capacity and conduct of the Asst Sub Asst. Commissioners in charge
