Bureau Refugees, Freedmen. and Abandoned Lands,
Head Quarters 1st Sub-District, Va.
Norfolk, Va. November 28th 1867.

Bvt. Brig Genl. O. Brown
Asst. Commr Dist Va
Rihcmond Va.

Genl.
I have the honor to request that the Wise Farm Princess Anne County Va. now in the 1st Division but formerly in the 2nd Division of this Sub District be retransferred to the 2nd Division under the charge of Lieut. Morton Havens A.S.A. Comr. As Lieut. Morton Havens present station, Kempsville, is less than two miles from the Wise Farm, the affairs of the Farm can be much more easily and conveniently managed by him than from these Head Quarters. The increased duties devolving upon these Head Qrs through the Muster out of Lieut. Ed. Murphy, is also an additional reason for this change

I am General
Very respectfully
