General,
I have the honor to report, that I have been on duty as A.A.Q.M. Bureau R.F. & A.L. at this place since January 1st, 1867. On the 10th inst, I received orders from Bv't. Brig. General Charles H. Howard. Ass't. Com'r. District Columbia, to turn over all Government property in my possession  to 1st Lieut Newton Whitten Vet. Reserve Corps. and proceed to Fairfax Court House, there to relieve Capt. O. E. Hine, and assume the duties of Superintendent of Freedmens affairs for Fairfax County Va.

As soon as the property in my possession is turned over,
