Lieut,
Jacob Bachr, formerly private in Co. E 15th N. Y. H. Artly, states that he contracted in May, 1866 with R. D. Carter, living at Carter's Ferry, on the James River, Powhatan County, Va.  Mr. Carter has for four months owed Bachr a balance of $222 05/100, which he refuses to pay. 

On Bachr applying for payment, he (Carter) attempted to strike him with a stick, and did strike his (Bachr's) wife in the breast.  Carter also threatened to shoot Bachr if he ever asked his again for a settlement, and did once bring out a double barrelled gun for that purpose.

Bachr lives on Carter's farm.  You will investigate and report upon this case, as soon as possible.
