In my opinion they cannot raise a sufficient sum for the purpose designated; whether tis advisable for the Bureau to help them I leave for others to say

In my opinion they will fail by finding competent teachers in the South, on account of the unwillingness of nearly all the educated whites, male and female to teach "niggers"  Whether the city government would employ northern teachers is questionable

I respectfully ask for the opinion of the Asst Commissioner in reference to this movement
