that Miles W. retain the horse, and considered that Tom was fortunate to escape prosecution for his wrong doing, in making the claim, he had evidently been incited to it by some mean white man who hoped to profit by Tom's gaining the horse. There are a number of such whites in this section; hearing the same relation towards decent people that that a dirty five cent note does to a twenty dollar gold piece - and they are the cause of nearly all the trouble that the freedmen get into. This was a case of the kind, and I am deeply chagrined that, after nearly four years administration of affairs of the Bureau, I should be reported for a case which I had decided in plain accordance with justice and the testimony adduced.
