Petersburg, and the four Counties in charge of Brevet Lieut Col. Jordan. In Dinwiddie, Prince George, and the city of Petersburg, I have given positive orders to the proper Officers to furnish funds, and to the Overseers of the Poor to make requisition for these funds, and to care for the indigent blacks. The City of Petersburg is already caring for whites and blacks, and the two counties referred to are making arrangements which will soon enable them to do the same. Col. Jordan reports that the four Counties of his Division are unable to care for their paupers. I differ in opinion with him on this point. Charlotte County is a fine flourishing County, and abundantly able to care for its poor, and I believe that the other Counties can without much difficulty, do the same.

5th:- How is the supply of labor adapted to the demand. I believe that every man having a reputation for dealing fairly with his employees can in a few days obtain all the aid he may require.

There are always in each County idle negroes, and men looking for laborers; probably the average supply and demand is about equal.

6th:- In reference to the schools for freed men.
The condition of those already established is certainly cheering.
