Enclosed please find Circular of the Select Committee appointed by Congress to investigate the treatment of prisoners of war and Union Citizens by the rebels.

The name of any person, either Soldier or Citizen, whether white or colored, who have been wronged in person or property by rebels or rebel authority, or the name of any person who knows of wrongs being done either Soldiers or citizens, or any facts within your knowledge, will be thankfully received and promptly acted upon

Will you take an interest in this matter, and aid the Committee so far as you can in this work
