In compliance with Circular Letter of Oct 30th 1867, from your office, I have the honor to report that returns have been received from all the Divisions comprising the 2d 
Sub-Dist. at that date except the [[?]]. under charge of Col Jordan, all of which, with one exception, report that no discharges have been made by any employer of his laborers for exercising "the elective franchise in a manner unsatisfactory to them." Lt. Kimball, in charge of the 3d Dis, reports two cases, viz: — J.[[?]].M. Neblett of Brunswick Co, discharging Edward Jones (Cold); and Thos. [[?]]. Meredith of same Co, discharging Osborne Wingfield (Cold). He further states that more cases would have occurred but for his prompt interferance. — The report for this City and Dinwiddie County, was forwarded you Nov 1st.
