Applies for the restoration of his property (346 1/2 acres in Loudoun Co. Va.) free from the claim of the Bureau. Encloses original deeds, (which he desires returned), evidence of the payment of the costs of the suit in the U.S. Dist. Court, and copy of Amnesty Oath.

Respectfully forwarded to Bvt. Brig. Gen. O. Brown, Asst: Comr. of Va. this property is reported on the Land Report as the property of W.T. Saffer. It has never been occupied by the Bureau nor will any injustice be done to the freedpeople by its restoration. The original title deeds have been examined by me and being convinced that Mr Saffer is the lawful owner I have returned them to him. Enclosed please find copy of the Amnesty Oath and receipt from the Dist. Clk for the costs in the case which releases the property from the libel of the U.S. Dist. Court. I would respectfully recommend that the property be restored to Mr. W.T. Saffer free from all claims by the Bureau R.F. and A. Lands.
