(carpenters) were authorized and requesting the Freedmen to assist them. this paper I did give to the men and is the paper mentioned by Capt. Owen, these men were confident of collecting their money in this way and did not intend to claim it from this Bureau until after I had left Virginia. My idea and intention was that if these men could collect their pay by Subscription That I could then use whatever balance there was left, to assist another school at Lunenburg C. House.

Before leaving Virginia, I turned over to Capt. Owen, a Trustee of the School, all bills, accounts and papers relating to it The Amount of Expenditures I then knew, but do not now. I then intended to turn over the funds $20, also, but rather than risk sending it by mail, I preferred waiting a few days until I could see Capt. Owen in person. As is known by the Asst. Commr. I was seriously ill just before leaving Virginia at which time my official and personal affairs became neglected among other matters. I failed to forward to Mr. Owen the balance of the Meherrin School Fund But immediately upon arriving here and without waiting to be notified. I promptly forwarded to Mr. Owen the entire Balance of funds
