I have the honor to inform you that application has been made by Mrs Margaret Primer of Portsmouth Va for the restoration of her property. Seized as abandoned, — This application was made to his excellency Pres: Andrew Johnson, by I.S. Stubbs Esqr of Portsmouth; and has been referred to these Head Quarters. Col O. Brown directs that you order an immediate investigation of the facts in this case, and report to this office.

In reply to your letter of July 24th I have to inform you that when you had the opportunity of presenting a bill such as Col Brown could pay and certify to, you neglected it. Now if will present such a Bill, Col Brown will try and settle it. Your mistake was in not settling the Bill when you could.

I beg leave to call your attention to an "article' in the "Republic" of this date and to enquire if your officers are "ascertaining the money value of the Negroes at the time of their emancipation" — If so I have the honor to inform you that such a report is not called for, or wanted at these Head Quarters — The object sought is to ascertain the money value of any personal or real estate of which the Freedmen may be possessed at this time.
