I have the honor to report that great injustice is being done the Freedmen in the vicinity of Norfolk Va. in not paying them for service performed under the direction of Capt. O. Brown A.Q.M and Supt Negro Affairs. The time of these men was regularly reported on Quarter Masters Rolls. The proceeds of their labor was turned over to the Quarter Masters Department, and they should be paid by that Department. I would therefore respectfully ask that the funds due on the Estimate approved by Maj: Genl: Ord. be turned over to Capt: A.S. Flagg A.Q.M. Supt: R.F. & A.L. at Fort Monroe. The Rolls of Capt Brown have been turned over to Capt:-Flagg. If the Department has not the necessary currency to pay the estimate, I would respectfully ask for certificates of indebtedness to cover the amount due.

I have the honor to inform you. that the Land Houses and Tenements at Drurys Bluff will be required for the use of the Bureau, and. I respectfully request that all monies, Books, Records or Papers, arriving from, or relating to this property be turned over to this Bureau, I would further beg leave to state that all Buildings and Lands now in possession of the Treasury Department, in this State, will be required for this Bureau, and I would respectfully request that all such property under your control, be turned over, together with all monies, books, records, or papers arriving from, or related to this property. In conformity to Par 5 Circular Letter of Instructions to officers of the Treasury Department, dated Treasy. Dept June 17, 1865. The Superintendents of Freedmen in the respective Districts are authorized to receive and receipt for Such property
